Sometimes it seems New London had hovered for decades (or centuries) in a sort of waiting room for cities that could either become the next [insert success story city here] or decline into one of those places people always speak of in the past tense. Lots of comparisons are made in this waiting room. "City A did their waterfront like this, why can't we..." "City B's downtown used to be a pit, but now..." I make a lot of these comparisons myself, because waiting is frustrating.
